SOFTWAR is proud to announce a new set of documents have been obtained from the U.S. Commerce Dept. in response to our request for information on Dr. Richard Barth. Dr. Barth worked at the White House National Security Council (NSC) under President Bush and President Clinton. Dr. Barth left the NSC in 1993 but came back to make policy in the White House as a contractor while employed as Assistant Director for Trade Relations at Motorola Corp.
This is the first in a series of documents - First proving that Dr. Barth worked at the NSC under Clinton, left and returned as a contractor to make policy dating from June 1993 through December 1994.
These documents were returned by the National Security Council (NSC) in response to a 1996 Freedom of Information Act (FOIA) request by SOFTWAR:

I called him. He says he is seeing a woman tonight who should know where this study is. In addition, we had tasked CIA to study the issue as well. they have a paper in draft which will be coming along shortly- perhaps in the next day or two.. We have tasked Jim Kallstrom, Jeff Griveldinger, Ray Kammer and Clint Brooks to produce a decsion memo wtih the architecture and decisions needed for escrow implementation. The paper should include all decisions that are pending and need resolution to put a key escrow system in place.e.g., naming of a program manager etc. With regard to Program Managers it should include pros and cons for vadous options. It should be ready by next week. I will most likely be on leave through next Wednesday. 2. I am baffled by Ray Kammers announcment that someone has to ask Ron Brown to be a kay escrow holder. Please follow up what is needed here. 3. Ray Kammer has been asked to put together a status report of where we are for presentation in Baltimore on 1 September. We will need a draft to review by late next week. Please ensure that Clements and Barth have provided a thoughtful export piece for Kammer. 4. We need to ensure that Commerce provides us with their study on the availability of encryption products in export markets that we have requested. Please check with Clements to ensure that it is happening. If we need to send an Itoh gram to Commerce and State have Clements draft one and lets get it out of here, 5. Please ensure that Kmmaer is ready to announce the CRADA for software on September 1 in Baltimore. 6. Please nail down a half day with the working group to review our options papers. Tenet (TENET) SUBJECT: eaa and software issues dan: we are on the basis of a lengthy meeting yesterday with Sue Eckerd, and Bill Clements, finalizing our PRD and discussion paper on exports for a restricted/modified principals meeting on encryption that I hope can be scheduled for mid january. Exports and digital telephony will be the two major issues on the table. Ron Brown will attend for Commerce. I will ensure that you have as much as you need on this question. In return, I want to ensure that I am in the room when this issue is raised in the context of EAA Tom Kalil/Kyle have to be brought in as well. We need to ensure that this is carefully coordinated. Unlike, telecom and computers, this issue is the 500 pound gorilla for the intelligence community so we need to make sure we are singing off of the same sheet music. We had a long meeting this morning in John Deutch's office on encryption which included, Admirals, McConnel, Studeman. John Podesta and other luminaries. Next week, we should sit down and discuss all of this. I will give you as much background as you may need. Clements and Barth continue to work the issue for Commerce.
